Out of the shade - missing ray powers

So I'm stuck on the mission Out of the Shade, I'm meant to go out to The Mirragio in Las vegas to speak with Ray Powers,
I've gotten to the place I'm meant to be and he's not there.
Any one else having this problem / been able to get it sorted out?
