To find Thomas, first you need to travel to Las Vegas, enter the casino named "The 2 of Clubs", check inside and talk to the manager there.
Then you go out, the manager will say sth like "Thomas didn't pay the money he bet in gambling" so you'll have to pay for Thomas instead.
Go inside that casino again to check, then go out, the screen will auto zoom to Thomas standing next to that casino and he will talk to you.
