When do skills kick in?

Question specific to WOH... if you have a player with skills like RISP and Rally but you’re using him in WOH at like 6.8, 6.9 or 6.10 when you’re down by +4 and bases empty, his skills obviously don’t kick. But I’m wondering... do the skills kick in once you pull within 2-3 runs and have runners on 2B/3B? 

Basically wondering if skills eventually kick in.

Skills seem to always fore on WOH as opposed to other modes where it is a sometimes thing.  Burning question I have is do the skills activate/deactivate from at bat to at bat in WOH or does the opening scenario dictate what skills will be active for the entirety of the round?
