What Determines CVC Matchup?

What determines who you face in CVC matches? It seems as if the opposing club is always a way lower level club with a way stronger strength. Club I’m in is Gold 9 but club strength is under 1 million. Routinely face bronze or silver clubs but they have strengths of 1.3-2 million.

    Previous club event finish determines round 1. Then, most recent round determines the match up for each ensuing round. For that reason, overall rank can be very misleading.
