Level Alvarez for HOF ?

I know he can’t close, but aren’t both of his skills (blowout, RISP) active for 6-8 and 6-9 ? Do they deactivate during the course of the round as score gets closer, runners move ? Thanks.

    I'm also debating on leveling him... but cant decide since im not sure whether he will remain as an outfielder. Personally, I believe the blowout skills remain active if they are active at the start, but I honestly dont know what happens with RISP skills.
