While I can't speak for the quality of some of the customer service reps, I'd be surprised, sincerely, if the GLU development staff and others in charge aren't generally made up of pretty intelligent people.
I would guess they have too many people over there who need to have a say in a matter, too many Chiefs and not enough Indians as the expression goes. The result is probably a lot of communication issues and situations where the right hand doesn't know what the left is doing.
