Strategy - Roster Decision

Does anyone know how the roster decision of current versus potential is handled?  Is it what I've set compared to what the game thinks my best players are at each position?

    Current means your capped 315 plays over your b1 330 because the 315 is currently better. Potential plays the b1 330 over the capped 315 because the 330 has the potential to be better..
