Invite Referral Rewards Counter Resetting

I am curious if this is happening to anybody else?
I have had 11 different people I invited to play TSB reach silver and beyond.
The counter I had got up to 7/25 reaching silver. When the 8th person reached silver my counter reset to 1/25.
I had another 2 friends reach silver, and today when another friend reached silver the counter once again reset to 1/25.
I have screenshots showing the game recognizes the previous people reached silver. Multiple conversations with customer service.
The game still has green checkmarks beside the 1, 3 and 5 frienfds reaching silver rewards which i have received. But with the counter resetting the next 6 friends i got to reach silver have not counted. This is making it essentially impossible to reach 10 or 25 friends invited rewards received.
I keep getting the run around from CS.

This is making it impossible to achieve the top end referral rewards.
That is sincerely shady.
1+3+5+10+25.
So realistically, you need 44 people to achieve the “25” mark.
