Happened to me a couple weeks ago. Only on my Verizon phone though, AT&T phone worked fine. The issue "fixed" itseld when I had to go to an appointment several miles away and got in a car and drove to a different part of the city. Videos started loading normally. No issues since then. I had suspected there was something messed up with routing tables or proxies or some other wifi/LTE/Internet mumbo jumbo and the location change "forced" the app to point to a different address.
