I get the boosted part is temp, I was referring to their overall max rating. Does that increase over the season or does it only increase if they are selected again and what the max overall is at that time gets applied?

Yes they said at 5 star. They lose about 25-33% of their boosted stats. You don't lose anything that you upgraded them to. So if you upgraded them to level Gold 10, they stay at that level.
