Why limit participation early on?

I am curious as to why GLU limit bonus games early on.  Don't they want to encourage people to play the new game as much as possible so as to get into it?  I have played about 50 games, and then run out of bonus games.  So now I need to wait until I get some from somewhere to play again.  Feels like a strange choice.  I imagine that most players don't want to buy bonus games.  Do they?

    That's how it is beginning a season, you have to rebuild absolutely everything. you want more bonus games? Play a whole lot of walk off hero and tournaments if you can win them
