Progress game when video doesn't load

For non-repeatable "watch video" situations, if the game is unable to load the video, we should still get credit to move the game forward as if it played. This includes WOH replay, CVC replay, box rerolls, in-game boosts, etc. These are things that can only be done once (boosts), or have waiting periods until the next one is available (woh, cvc, box reroll).

I understand that it wouldn't be right to apply this to the gold videos, but knowing I have a video replay for WOH (1 per half hour or so?), and then having it not work and not getting the replay is incredibly frustrating.
