Legend Players/Legend EXP percentages

Is it possible to either increase the percentage of Legendary players received in boxes or lessen the percentage of Legendary EXP received?
I have over 300K in EXP, but have just 3 Legendary players: Bill Freehan(which everyone got), Mike Piazza and Chris Sabo. I have spent a decent amount to get gold in order to try to get more, along with the daily boxes, to no avail.
