The Covet game is supported by a different team actually. You can submit a ticket through the game and their customer care team can forward it to the developers or you can try their Facebook page. My guess would be there is not an API though as I don't believe any of our games have that set up.
There aren't specific steps I can direct you to take. Certainly spending money in the game helps but the community managers can flag individuals for a variety of reasons. Your can ask them on the game specific forum though I don't believe they give out a specific criteria.
That depends on how you submitted the ticket. If you did it through the app then the answer will be there in the app itself. If you did it through the web page, email or you were playing on Facebook it would be in your email.
That is certainly not the case. And though we do see the same complaints you do we also know that out of the tens of thousands of players only a small percentage see the issue.
