ZodiacQueen, I asked my wife 'cause she plays as well and she told me its an iPhone thing. Android users have to share emails or add each other to a circle on G+ in order to get them to show up. I think it would be easier to have a separate thread for Android users.

I just tried and it appears you can, but I don't know if it will show up in game as a legit G+ friend. With Facebook log in as an option, I would say your best bet is to add non-Gmail players via Facebook friend request. Just make sure to make a separate friend list titled ZAMF so you know who your adding and why.
As for adding non-Gmail people to your circle:
-Go to your G+ page
-under the drop down select then the tab "Your Circles" at the top
-Create or select a circle and chose "add a person"
-Enter their email address then give them a name and that's it
