Where the HECK are the safehouses!!!

I have found 2 safe houses for this new special event. All my weapons are broken, I have crap low level guns. I am a level 17 and all the guns I have are 8 or 9. I need to repair my stuff and I cant find a safe house. I had to restart the whole mission over because I was hoping one would be in the beginning.. low and behold.. its not! Please help! Also I need friends in the game circle.. please add LINDELL82 :mad::mad:

I've made a hand drawn map and am thinking about making one and sharing it here later today.

As for the even, this is what I have for the safe house locations in the hospital:

LVL 2: ward 6
LVL 4: ward 13
LVL 5: NO SAFE HOUSE
ROOF: It's a roof.

I am trying to find out the paper that has LVL 3.

There is not a safehouse on Level 3. Levels 1, 2, and 4 only.
