cant get to omid

Hi, I can't find the friend "Omid". I'm one block west of Heavens gates but the building stays locked. It also says to complete other quests to unlock it but there the only one left is to locate Dr.Dexter and I can't find them either. Help!

    Theres another quest you have to do first.. i think its 5 rando street. Top floor youll speak to violet..
