Needs help to complete the quest "No Last Meal"

I am on the episode where you have to gain access to the hospital, but can't remember the episode #...lol I am having trouble finding prisoner #3 to complete the quest, No Last Meal. I am in the process of going through every building on all 12 streets. If ANYONE knows which street/building this prisoner is located, please help! Thanks
