Scaling items to player level

I find it a little unfair that my mobs are scaling to my current level, but drops are not. I can't even participate in event quests, I just end up running back and forth killing mobs. The bosses have too much health for my equipment to handle. If the mobs that spawn are dependant on my current level, doesn't it make sense for the weapon drops and cash vendor items to be level appropriate, as well? A level 13 weapon does little good against a level 32 zombie. You might get more people to continue playing past level 20, if this were implemented. Are other players frustrated with this?
