Dr. Braaainsford

I'm not certain which episode this is, but I've completed all goals given so far up until Dr. Braaainsford. I cannot find Dr. Brainsford let alone kill him, nor can I find Red to speak to her. The only building on the map that is marked with a goal is 1 Rando Street, which is only two levels and quick and easy to clear. I've backtracked all the way to 13 Rando Street, the Police Station and have entered every room and killed every zombie and still, I cannot find either of them. Blitz asked me for batteries, over the radio, but there's no one to give them to. I have the research papers. I'm thoroughly stuck. Or am I missing something? Where is the doctor!?
