Getting treats from your friends in safehouses?

Is that working for this event? Because it isn't for me. I know it's a bit late to be tryin to figure this out, but is his working for anyone else? I can ask my friends for help and find them in safehouses, but noone is sharing treats with me. Could this be because I got infected with the bug last time?

I have never gotten any candy from my friends and my friends don't show up during this event or at all.
