Skill stats not reflecting correctly

Hi all,
Not sure if anyone has the same problem as I do.
I've allocated 10 points to luck, but (having remove all gears), my luck stands at 5%.
When i equip a gear with 5 luck, its moves up to 10%.
So question here is, the base luck point we add, 1 luck = 0.5% luck?
(Sounds dodgy since gears are giving 1 luck as 1%)
Any feedback would be helpful. Thanks all!

But strange that its not the case for gears.
As any gear I have, the luck gives 1% in my stats. oh well...
