I know you guys are monitoring it, but I don't like seeing cheaters get away with **** like this. I know he's been removed before.
Instead of clearinf cheaters, why not let them play as is, but thry're marked as a cheater. They are ranked among cheaters only and not legit players. This way it's less likely they'll get around being banned/blocked/etc.
