No NPCs?

My games has no NPCs. I think that my games has glitches and I find that to be pretty creepy since it's like a ghost town on my games. I've searched and couldn't find any NPCs to either network or flirt with at none of the locations. Please fix this ASAP Glu so that I won't be missing any future events.
