Backing up game on iTunes and updating to newest iOS ver

I need to update my phone with the newest iOS update. Should I back this app up to the cloud and how is the newest iOS update doing with all the problems the new region has added???

    I upgraded to 8.1.3 and solved some bugs I was having. No problems since.
