Cannot evolve weapon

Hi all

I've a fully upgraded weapon (TALON SR-9), but the button to evolve it, it's locked, and when I try to evolve it, the popup says I must fully upgrade before being able to evolve it.

I've tried to clear cache, reboot, etc but to no avail
