Gameplay bug - not enough animals spawning

Region 5, crossbow challenge. "Kill 3 dail sheep. I've attempted this challenge about 20 times. I've even restarted the iPhone 4 three times. But, only one of the sheep needed to complete this challenge will spawn, and always in the same place. There is at least one other challenge in another region with the same issue.

Sometimes the animals are not in sight until you walk around to the right and left. Very few times was I not able to see the entire animal if I moved around, but a few times I could only see their head or butt. Using scope and/or inferred can help.
