Region 12 was just released, and it will be a few weeks before we see region 13. We may see a new Hidden Region or another special event in the meantime.
It seems that I am not possible to upgrade to region 12 wanted to know if there is a criteria for Android in South Africa to which I should adhere to before I can uhpgrade also just 1 video per week loosing interest very fast

There have been some similar questions posed though from others (e.g. http://ggnbb.glu.com/showthread.php?107448-Could-not-see-Region-12 and others) about not being able to get in... None have had much response.
Region 12 should open as soon as you complete all of the trophy hunts in Region 11. If that isn't happening, your best bet is to open a customer care ticket (see http://ggnbb.glu.com/showthread.php?1699-How-to-create-a-ticket).
