How do i change my device and transfer the game and progress to the new phone? Going from iphone4s to iphone6

The best answer I have heard is to contact Apple and have them talk you through it.

Many have tried. Few have succeeded.
Those that got it to work have reported needing to call Apple... just as Todfoxx said.
I looked briefly for the thread he was remembering, but couldn't find it.

I believe it was Bernard Black, and that was in the DINO Hunter forum. He claims they talked him right through it, easy peasy!
