Can't upgrade for contract hunts- region 26

Finished region 26 but was working on building up money for the next region. I have the latest region 26 shotgun and AR but the game keeps telling me I need to go to the weapon shop. Not only that but I cant upgrade the ones I have????? Whats up with that???
