What happened to Starter Pack?

When playing, there is a Region 1 Assault Rifle that is only obtainable from the Starter Pack. It also seems that all other AR Guns are only obtainable with Gold Bars.
I had gotten a chance to buy the Starter Pack, however it no longer appears in the store. Does the Starter Pack get removed after a certain point in the game? Why have a section of game that is only playable if weapons are bought with Gold Bars?
