All star levels

The all star levels information page states players will get on time awards for each all star level hit, but those awards mysteriously stop after reaching level 9.  I am currently at all star level 10, global chat has always indicated that VIP status will be given at that point but, when asked, customer service gives some non answer about how their is criteria that must be met for VIP but we can’t tell you what it is. What is the tru VIP story?

    level 10, 8800+ all star tickets and still not VIP!
