What is the highest level that is attainable?

The highest level I've seen is Lv 70 and I don't understand why you just can't continue to gain experience and levels.

Yes . The highest level possible as of march 13 2013 is level 70 . The game may be updated to support higher levels and rankings along with missions, dragons, etc but it all depends on the creators. Level 70 highest for now
