Weekend Upgrade Sale

The most recent advertisement splash screen announced weapon upgrades and gem purchases at a discount.
When choosing something to upgrade it does indeed show the reduced rate. However, despite having more than enough coins to perform the upgrade it says I do not and asks if I want to buy some. So I foolishly purchased more coins and yet the upgrade still fails.

Anyone have any ideas?
