Reporting people on the forums isn't effective. There are thousands of people who play without a forum account, and I'm not sure posting 60 names and screen shots for each is worth it; there are hackers everywhere.
So I propose you appoint volunteer moderators who only want the best for this game, and give them personal authority to decimate each degenerate hacker right on the spot.
The flaw you might suggest is that hey, people will ban legit players if they have a personal grudge them. That's why I think choosing select players from the forums or nominated players from the game to help police this. There are many games where authority is given to the public, why not this one? Create applications for volunteers if necessary.
Players like 200cm and TheNewcomer (Android) are easy examples of who I would get rid of first.
