Can you guys restart your phone, and then open the game to see if it helps? I can usually open the game after doing so and keep restarting the game 4-5 times after that!
You just need to participate continuously every week! For example, if you participated in last week, the next week your streak will be 1, then 2 if you've participated 2 weeks in a row, and the max number is 5!

Have you reported it to Customer Support from inside the game? There are players who encounter this problem like you but it's for the bakery venue (Petisserie) so I think it needs attention!
It's a known bug :( It is best advised that you use them on food truck levels right away without playing any other levels since somehow they are "used" in other levels as well and it can't be unchecked!
