Problem Unlocking new Dragon Bowl Restaurant

I'm getting a message saying I need to be XP level 21 for the restaurant to be unlocked but I'm already on XP level 36. Anyone else experiencing this problem?

    Just restart the game and it will be fine, I had the same issue
