How does one get/use 3 and 4 boosts for a chef duel?

    The same way you do normally, unlock the slots for them and use them.

    Mine only uses one boost per play

    The first boost slot is free in all venues. As Silver Wolf wrote, the slots to the right of them can be unlocked for increasing amounts of gold. To use them you must buy them.
