Level 17 but no Wishelin Inspector?

I was told that I will be able to prepare signature dishes and serve the Wishelin Inspector at Level 17. I recently just levelled up but there is no countdown and there is also no signature dish tab in the prep kitchen. Do I have to do anything/reach a specific amount of experience points before it appears?

[EDIT]: Not sure if this is relevant but the Recipe Rush event is currently ongoing. Maybe he'll appear afterwards??
