As a new player, at what point in the game does the wishlin inspector show up?

I can't remember when I first saw the inspector, but I suggested the app to my daughter and she's finished BBB and most of PP and hasn't seen the inspector yet. Can someone tell me how far into the game you have to be before he shows up?

He showed up for me after I got to season 3 on 3 different restaurants

Wishelin Inspector will show up when you get into XP level 18.
And if you want the inspector to come to the venue you will need to get into season 3 episode 1.
