Is it worth it to activate Keepers from 2022?

I am struggling to get quality players without overspending. How can I get better players? I have already spent quite a bit of real money.

    The game is still not allowing all the keeper’s from last years game to come over I’ve been waiting for a few months now the keep saying there working on it an waiting on the team to fix the problem
