That's strange. Connecting the game to Facebook should automatically add your friends into your contacts. I've noticed that the Facebook game requests are kind of weird and don't work so I don't really bother with those. I'd send in a support ticket if you're really concerned about it.

ALWAYS do some research before reinstalling at all, ESPECIALLY if you are on an ANDROID phone. Android doesn't have a cloud like iOS, so you may not get your data back.

Formatting your device pretty much means a factory reset. If you didn't save your stuff from your device before reformatting, you probably can't get your stuff back again. If you have an iDevice, it could still be on the iCloud but if not then there's nothing you can do.
