In order to go on a date, firstly make sure you have contacts with a heart beside them If you haven't you can date facebook/gamecenter friends or find an npc to flirt with. You can find them in the restaurants in bars all over the game. When speaking to them just click the flirt option
To go on a date go to a bar or restaurant and click on an icon that is a heart with a plus sign. This will direct you to your contacts. Click who you wanna date, this will direct you back to the bar/restaurant but this time your chosen date will be there. Click on their speech bubble and the option start to date in order to start the date
