1) I seem to be stuck at 87.5M fans I've done tons of photoshoots, appearances, etc. By any chance is this the maximum or is there something wrong? I don't think this is the max because although I am an A-lister I am only level 16!!
2) Anytime I leave a job or something Simon calls me. Luther and Simon seem to be the only people that call me. Are Kim and Maria supposed to call as well?

87.5 million is, in fact, the current max number of fans. If you finish a gig or if you're supposed to go to Simon's office, it's normal for him to call you every time you leave somewhere. Maria and Kim very rarely call, and only as part of a quest.
