When you're a male you're the one to propose. You choose if you want to propose or not.
You end up feeling like a bit of a sadist if you don't propose. Or at least I do: for instance, during all of the Valentine's Day dating, my dude's girlfriend on EVERY OTHER DATE would say, "You seem to have something on your mind" (paraphrased), and then my guy's options were 'Propose' or 'Or nothing on your mind' (paraphrased again). The girlfriend is great and all, but I'm not dealing with a wife right now, so I refused to propose to her about 10 times in one evening. It had to be some kind of loser boyfriend record... I began to actually feel bad for her! Pathetic.
