Some girls call their boyfriends 'daddy', so maybe this is his girlfriend, that's why he calls her 'mommy'
But yeah, she might be his father's 2nd wife. Or it's just cosmetic surgery.

I'm pretty sure that the appearance of that NPC was different in my game, clothes and hair style were different, brunette with lighter skin, but it was rather young. Similar to Rex.

Mine had pale skin and pink hair in a bun plus pink hoody and leggings or something I think it's funny how everyone gets different

It's LA, so you know they go under the knife. But I do see quite a lot of creepy old a-list npc's everywhere. In fact, why is it that most male a-list npc's have the most hideous ensembles. Like a tuxedo top, floral boxers, and a blue afro with matching blue duck dynasty-esque beards. I mean really? Lol
