What is the highest lvl of that achievement? Right now it's sitting capped at 3 for me. I now have 12 friends. Is 3 the cap?

    Yes, no matter how many people you are connected with in the game, that is the Maximum at this time. ;)
    (right now you and 2 of my games are dressed the same as your avatar. Lovely look. :) )
