Is there a way ios player to gift android player ??

Sorry but no. The games can't cross platforms in any way. Androids and iOS can't connect at all, no adding to friends list and you can't interact with anyone not on your platform.

I heard that if ... ios and android players are friends on facebook and they connect on their android/ios phone they can play together..

Games cannot connect across different platforms. Hope this helps.
