I think that may be an NPC hair colour that’s isn’t available for purchase, I mean it could be but I don’t think that hair colours in the game for purchase

Those eyes are a TrendSetters prize from the Winter Wonderland show your style event a few years ago, you can also have a chance at winning them in the TrendSetters boxes in current events

They’re a trendsetter prize from a sys event from sometime in December of 2018
