Not getting exp from friends

When I used run into friends (not NPC's) in bars or when I chose them for gigs I would get a bunch of exp points when we said hi. Lately I don't even have the option to say hi and am getting no exp points. Is this a new thing or a glitch? Does anyone know?
On a totally different topic, I'm curious about something. I just made a couple of friend's (finally) and I got a call from one asking me to do a commercial. I assumed it was the game being the game so I said no because I'm busy. It said they'd let her know I said no. Is this something the game just does, like when an NPC asks if I know anyone who wants work. I'm so confused rn and can't find the answers for this after 2015 and the game has changed so much in the last few years.
